Quarterly Project Report Update for Quarter Ending September 2007

Project Title & Location

Quiet Cove Road Vicinity to SR 20 Spur Vicinity.

SR 20 in rural Skagit County near Lake Campbell.

Project Description
This project will construct safety improvements along SR 20 by grading and widening. Left turn lanes will be constructed at Lunz/Deception Road. A new bridge will be constructed over Meadow Creek to accommodate the left turn lanes and provide fish passage.

Contractor/Consultant
Stage 1 of project advertised but not yet awarded.  Stage 2 has not been advertised.

Recent Progress
· Stage 1 is on AD.
· All environmental permits received except Skagit County Shoreline permit (needed only for Stg. 2)
· Hydraulics report for Stage 1 approved.
· Property for wetland mitigation site acquired.
· Right of way for Stage 1 certified. 
· The right of way acquisition for Stage 2 is in progress.
· Coordination with the Samish Tribe is ongoing.
· Utility relocation for stage 1 being coordinated through design and construction offices
· A consultant is being hired to prepare the hydraulics report for Stage 2.  The scope of work is being reviewed.

Design Construction Impacts
 · Two new septic drainfields need to be constructed to replace two that will be impacted by construction.
· Utility Relocation work will continue during the construction phase of Stg.1.
· There are existing utility easements adjacent to State right of way that will be impacted by this project.  A portion of the utility relocation costs will be the responsibility of the WSDOT.

 · Acquisition of parcel 1-22115 on Samish tribal land is critical to meet the Ad date.  This land is currently in trust and must be acquired through the BIA.

Environmental Impacts / Compliance
Wetland impacts have been minimized.  New wetlands will be built to mitigate for wetland impacts.  We will adhere to permit requirements.

Impacts to Traffic
Significant impacts will occur when construction takes place in the summer of 2007, 2008, and 2009 · There will be a public information campaign to alert the public to future traffic impacts.

Right of Way Certified Stage 1/Right of Way Certified Stage 2 April 2007/January 2008 May 2007(Stage 1) Stage 1 Right of Way acquisitions complete with exception of three parcels proceeding to condemnation.  Possesion and use for Stage 1 parcels in condemnation obtained.  Stage 2 Right of Way acquisition in process.
Contract Advertisement Stage 1/Contract Advertisement Stage 2 April 2007/February 2008 May 2007(stage 1) Contract Advertisement delayed until May 7, 2007 due to right of way acquisition difficulties and problems obtaining needed environmental permits.
Open to Traffic Stage 1/Open to Traffic Stage 2 October 2008/October 2009
