Quarterly Project Report Update for Quarter Ending September 2005

Project Title & Location

Quiet Cove Road Vicinity to SR 20 Spur Vicinity.

SR 20 in rural Skagit County near Lake Campbell.

Project Description
This project will construct safety improvements along SR 20 by grading and widening. Left turn lanes will be constructed at Lunz/Deception Road. A new bridge will be constructed over Meadow Creek to accommodate the left turn lanes and provide fish passage.

Recent Progress

 

 · Project wetland impacts have been identified and Wetland/Biology Report is complete.

· Stage 1 Right of Way plans are being developed and will be completed in September.

· Design started for Fidalgo Bay wetland mitigation site.

·Stage 1 hydraulic design is 85% complete.

·The Biological Assessment is complete and has been submitted to the agencies for review. 

·The Environmental Justice Memo is complete and submitted for review.

·Coordination with the Samish Tribe has been ongoing and progress was made in identifying the documents needed to present our right of way needs to the Tribal Council.

·Two consultant agreements were finalized.  One agreement will authorize the consultant to complete the hydraulics plan for Stage 2.  The other agreement will be for a right of way plan for Stage 2.

·The design office is preparing information to present to the public that describes the reasons for the proposed closure of three County Road intersections on SR 20.

Design Construction Impacts

·     In May 2005, the proposed December 2004 project staging and funding shifts for stage 1 were approved. Stage 2 was also funded by the legislature.  Since this time, complications found during preparation of the Record of Survey and hydraulic design have delayed the start of right of way acquisition for Stage 1 and have delayed the advertisement date five months.  Recently, tribal land necessary for project improvements within Stage 1 have been applied for transfer into Trust.  Right of way acquisition of the tribal land is a lengthy process that will cause additional delay to the ad date.  Further, Stage 2 will not be able to meet the approved ad date due to insufficient time for right of way acquisition and time necessary for the City of Oak Harbor and City of Anacortes to design and obtain funding for necessary waterline relocations.  To mitigate for project delays, WSDOT is proposing to change the staging limits.  Under this proposal, stage one limits would be changed to include the southerly project limits, beginning in the vicinity of Meadow Creek and extend just south of the intersection of South Campbell Lake Road.  The ad date for Stage one would be delayed to April 2, 2007 and construction would begin in Spring 2007 as planned.  Stage two would construct the remainder of the project improvements, which include the area in the vicinity of the tribal land and would be advertised in February 2008.

·     Retaining walls will be constructed to minimize impacts to forested wetlands and to mitigate unstable slopes.  Construction of a  temporary alignment will be needed to accommodate bridge construction.

 

Environmental Impacts / Compliance
Weltand impacts have been minimzed.  New wetlands will be built to mitigate for wetland impacts.  We will adhere to permit requirements.

Impacts to Traffic
Significant impacts will occur when construction takes place in the summer of 2007 and 2008 · There will be a public information campaign to alert the public to future traffic impacts.

Open to Traffic October 2008 Open to Traffic date may slide to Summer 2009 due to delays in beginning Stage 2 construction.
