Quarterly Project Report Update for Quarter Ending March 2007

Project Title & Location

Quiet Cove Road Vicinity to SR 20 Spur Vicinity.

SR 20 in rural Skagit County near Lake Campbell.

Project Description
This project will construct safety improvements along SR 20 by grading and widening. Left turn lanes will be constructed at Lunz/Deception Road. A new bridge will be constructed over Meadow Creek to accommodate the left turn lanes and provide fish passage.

Recent Progress
· Held Round Table Meeting.
· Received proof copy comments for Stage 1 Plans, Specifications and Estimate.
· Environmental permitting applications in process with permitting agencies.
· Final hydraulics report comments addressed and report submitted.
· Completing acquisition of property for wetland mitigation site and remaining right of way necessary for Stage 1construction.
· The right of way acquisition for Stage 2 is in progress.
· Coordination with the Samish Tribe is ongoing.
· Hearing for Anacortes Shorline Permit was held.  The City Council gave project approval.
· Construction Permits and bicycle detour agreement received from the City of Anacortes.

Design Construction Impacts

      · Three Stage 1 right of way acquisitions proceeding to condemnation. If possession and use of the properties is not secured by mid March, the advertisement date will need to be delayed.
·  As reported in previous quarters, project costs have increased. Construction of Stage 2 may need to be deferred if an additional $9.8 million is not appropriated in the new 2007 legislative budget.
·   There are existing utility easements adjacent to State right of way that will be impacted by this project.  A portion of the utility relocation costs will be the responsibility of the WSDOT.

 

Environmental Impacts / Compliance
Wetland impacts have been minimized.  New wetlands will be built to mitigate for wetland impacts.  We will adhere to permit requirements.

Impacts to Traffic
Significant impacts will occur when construction takes place in the summer of 2007 and 2008 · There will be a public information campaign to alert the public to future traffic impacts.

Contract Advertisement Stage 1/Contract Advertisement Stage 2 April 2007/February 2008 Contract Advertisement delayed until May 7, 2007 due to right of way acquisition difficulties and problems obtaining needed environmental permits.
