Quarterly Project Report Update for Quarter Ending March 2006

Project Title & Location

Quiet Cove Road Vicinity to SR 20 Spur Vicinity.

SR 20 in rural Skagit County near Lake Campbell.

Project Description
This project will construct safety improvements along SR 20 by grading and widening. Left turn lanes will be constructed at Lunz/Deception Road. A new bridge will be constructed over Meadow Creek to accommodate the left turn lanes and provide fish passage.

Recent Progress

 

· Stage 1 Right of Way plans have been approved.

· Design of Fidalgo Bay wetland mitigation site is 50% complete.

·Stage 1 hydraulic design is 85% complete.  The stage 2 conceptual design prepared by a consultant will be submitted in March.

·Applications for all environmental permits will be submitted this Spring. 

·More geotechnical exploration was performed near Lake Campbell to identify the location and quantity of bed rock that will have to be removed for shoulder and lane widening.

The the right of way plans being developed by a consultant for stage 2 are 85% complete. 

·Coordination with the Samish Tribe is ongoing. 

·The Exhibit Map for the Tribal land has been submitted to Region for review.

·  A new alignment has been developed that avoids most of the impact to a forested wetland and a 24" water main owned by the City of Oak Harbor.

 

Design Construction Impacts

·     Additional rock blasting may be necessary based on recent geotechnical investigations in stage 2.

·    A recently identified stream in stage 2 will be relocated and will require additional mitigation.

·    A new temporary alignment was designed around a sensitive area to reduce impacts and enable two lanes of traffic to remain open through the area during construction.  The new design will reduce the amount of right of way purchase.  This design will require more wall and roadway construction.

·  The estimate for Stage 1 has increased due to increased bridge costs, increased materials costs, and the use of ecology embankment to treat highway runoff.

·   There are existing utility easements on State right of way.  A portion of the utility relocation costs will be the responsibility of the WSDOT.

·   The estimate for Stage 2 has increased due to results obtained from the latest geotechnical investigations, increases in materials costs, roadway redesign to avoid recently discovered utility easements and sensitive areas, and the need to construct a temporary roadway due to the lack of an adequate detour route.

Environmental Impacts / Compliance
Wetland impacts have been minimized.  New wetlands will be built to mitigate for wetland impacts.  We will adhere to permit requirements.

Impacts to Traffic
Significant impacts will occur when construction takes place in the summer of 2007 and 2008 · There will be a public information campaign to alert the public to future traffic impacts.

Environmental Documentation Complete Jan 2005 The environmental documentation for the project will be submitted in March 2006.  Complications with utility impacts and the greater than expected number of sensitive areas delayed the submittal of the documentation.
Right of Way Certified Stage 1/Right of Way Certified Stage 2 April 2007/February 2008 Complications with the existing Right of Way plans and title reports, found during preparation of the Right of Way plans and the Exhibit Map, have delayed the start of right of way acquisition.
