Quarterly Project Report Update for Quarter Ending June 2004

Project Title & Location

Quiet Cove Road Vicinity to SR 20 Spur Vicinity.

SR 20 in rural Skagit County near Lake Campbell.

Project Description
This project will construct safety improvements along SR 20 by grading and widening. Left turn lanes will be constructed at Lunz/Deception Road. A new bridge will be constructed over Meadow Creek to accommodate the left turn lanes and provide fish passage.

Recent Progress
 · Geotechnical testing was completed.
 · Cost Risk Analysis process was completed.
 · Two acceptable wetland mitigation sites have been identified.  Both of these sites are needed to meet mitigation requirements. 

Design Construction Impacts

Retaining walls will be built to minimize impacts to forested wetlands.  We are considering building retaining walls to minimize impacts to property owners. 

Blasting for rock removal needs to be controlled to avoid impacts to nearby residences.

Cost Risk Analysis workshop construction and right of way estimates were higher than the funding allocated for this project.  The project office is reviewing the estimate to determine where work can be deleted.  

Environmental Impacts / Compliance
Wetland impacts have been minimized.  New wetlands will be built to mitigate for wetland impacts.  We will adhere to permit requirements.

Impacts to Traffic
Significant impacts will occur when construction takes place in the summer of 2007 and 2008 · There will be a public information campaign to alert the public to future traffic impacts.

Begin Right-of-Way Acquisition Oct 2004 Problems identifying the existing right of way boundary may cause a delay in the start of this activity and impact the schedule.
