Quarterly Project Report Update for Quarter Ending December 2006

Project Title & Location

Quiet Cove Road Vicinity to SR 20 Spur Vicinity.

SR 20 in rural Skagit County near Lake Campbell.

Project Description
This project will construct safety improvements along SR 20 by grading and widening. Left turn lanes will be constructed at Lunz/Deception Road. A new bridge will be constructed over Meadow Creek to accommodate the left turn lanes and provide fish passage.

Recent Progress

· The right of way acquisition for Stage 1 and 2 are in progress

· Addressing permitting agency comments to JARPA application.

· The stage 1 design of this project is 95% complete.

· Coordination with the Samish Tribe is ongoing. 

Design Construction Impacts

   ·    Project costs are continuing to increase.  Recent update of the estimates for all phases of this project indicates $8.7 million is needed above current funding allocations to construct the entire project.  If additional funding can not be obtained, design and right of way acquision will be completed for both stages and Stage 1 constructed.  Remaining project funds would go toward constructing improvements in the vicinity of Almida Vista Lane.  The remaining Stage 2 improvements will be constructed when additional funding is secured.  Increased costs are associated with an increase in materials costs, increase in right of way acquisition costs, and an increase in Stage 2 costs associated with an area south of Gibraltar Road.  The area south of Gibraltar Road will require additional areas of rock blasting, construction staging and detour bypasses through the rock blasting area and a forested wetland.

·   There are existing utility easements adjacent to State right of way that will be impacted by this project.  A portion of the utility relocation costs will be the responsibility of the WSDOT.

 

Environmental Impacts / Compliance
Wetland impacts have been minimized.  New wetlands will be built to mitigate for wetland impacts.  We will adhere to permit requirements.

Impacts to Traffic
Significant impacts will occur when construction takes place in the summer of 2007 and 2008 · There will be a public information campaign to alert the public to future traffic impacts.
