SR 171 - Moses Lake - Pedestrian Improvements

Status

Complete June 2014

Construction began April 21, 2014 and was complete on June 6.

This pedestrian safety project upgraded four exisiting pedestrian crossings and installed four new ones along a 3-mile section of Broadway Avenue in Moses Lake.

Why is WSDOT upgrade existing pedestrian crossings and provide new ones along SR 171?
This section of Broadway Avenue in Moses Lake has a history of pedestrian/vehicle collisions. 

In five years before construction, there had been seven vehicle-pedestrian collisions here. Three of them resulted in fatalities, two produced serious injuries and two more, lesser injuries. WSDOT partnered with the City of Moses Lake on this grant-funded project to increase safe crossing opportunities for pedestrians on SR 171.

The End Result
The pedestrian crossings at these four locations had the existing flashing beacons replaced with new rectangular rapid flashing beacons (RRFB). 

  • Driggs Drive at MP 0.35 
  • Burress Avenue at MP 0.82
  • S. Western Avenue at MP 1.65
  • Dogwood Street at MP 2.51

The new, rectangular RRFB lights have  produced 80% to 90% compliance in vehicles yielding to pedestrians at high risk crossings. The push buttons were replaced with audible push buttons to aid the visually impaired.

These four intersections had new crossings installed with RRFB's, audible push buttons and illumination.

  • Third Avenue at MP 3.46

What is the project timeline?
Construction began April 21, 2014 and was complete on June 6.

Financial Information

Project signage will reflect the cost of construction engineering, project bid award and sales tax.

A Federal Highway Safety Administration-Quick Response Safety Program grant for $638,244 was awarded for this project on February 12, 2013.

The project was advertised for private contractor bids in August and 2 qualified bids were opened on Sept. 12. On Sept. 24 contract # 8530 was awarded to Colvico, Inc. of Spokane for $401,568.00, 5% under the engineering estimate.
