SR 17 - Moses Lake to Ephrata - Widening

Quarterly Project Report Update for Quarter Ending June 2009

Project Title & Location
SR 17/Moses Lake to Ephrata-Widening

Project Description
The project consists of studying the proposed widening of both SR 17 (MP 56.67 to MP 67.73) and SR 282 (MP 0.00 to MP 4.92) from its current two lanes to four lanes. An environmental document will be created, including conducting sufficient design to facilitate analysis, evaluating design alternatives where necessary, and conducting public involvement.

Contractor/Consultant
Granite Northwest, Inc./David Evans Associates

Recent Progress
The environmental study is nearing completion pending a Traditional Cultural Properties (TCP) report.  4-F concurrence from the National Parks Service is completed.  The construction of the passing lane was awarded to Granite Northwest on May 4, 2009.  The project combines a TPA passing lane project and two ARRA paving projects between Moses Lake and Ephrata.

Design Construction Impacts
There will be no property owners affected by the study or passing lane construction.  The construction project will build a northbound and southbound passing lane by widening SR 17.  It will also install illumination and provide erosion control for the widened slopes.

Environmental Impacts / Compliance
The study is to evaluate the environmental impacts, including but not limited to: air quality, water quality, noise, wildlife, fish, vegetation, wetlands, hazardous materials, land use, historic, cultural, and archeological resources.

Impacts to Traffic
Traffic impacts while constructing the passing lane will include one way flagger controlled traffic and temporary lane shifts with minimal delays.
