SR17/Pioneer Way to Stratford Road - Moses Lake

Project Description
This project will expand a three-mile segment of SR 17 from two to four lanes.

Central Washington Asphalt, Inc.

Recent Progress

The 2006 Supplemental Budget funded $13 million for Construction of this project.  Due to material cost escalation, the Engineer's estimate increased 20% and under Section 603 of the legislative budget, OFM transfered an additional $2.5 million to the Construction phase.  Once bids were opened, the project needed an additional $1.8 million to award the Contract.  This additional funding was added to the 2007-2009 biennial budget which will be approve in the 2007 Legislative Session.  Construction started 9/18/06, the Contractor began installing Class A Construction signs, silt fencing and high visibility fencing.  The Contractor began producing road base materials for the project.  Roadway construction to start the week of 9/25/06.  All impacted utilities have been relocated.

Design Construction Impacts
Construction activities will require close coordination with the City of Moses Lake, utility companies, local merchants, schools, and emergency services.

Environmental Impacts / Compliance

The current location of Stream C between Broadway Ave. and Parker runs in the roadside ditch, the new stream location will be seperate from the new roadside ditch and will be enhanced for fish habitat.  Wetland impacts will be mitigated at the nearby "Three Ponds" site in Moses Lake.  Applicable project permits:

Shoreline Permit, USCOE-Permit, WSDOE-Stormwater General Permit, WODOE-Water Quality Certification Order, WSDFW-HPA

Impacts to Traffic

Two-way traffic will be allowed to flow through most of the construction.  The interchange ramps will be closed during ramp re-construction for a minimal amount of time.  This project will be constructed in two seasons.  A winter shutdown will be in affect during restrictive weather conditions.
