Project Description
This project reduces congestion by adding a northbound high occupancy vehicle lane and adding ramp meters and high occupancy vehicle bypass lanes at several interchanges.

Recent Progress
The environmental Joint Aquatic Resource Permit Application (JARPA) has been submitted to the resource agencies. Initial review comments have been received are currently being addressed.
Letters of concurrence have been received on the Biological Assessment submittal from the US Fish and Wildlife Service and from the National Oceanic Atmospheric Administration.

Design Construction Impacts
Recent advances in methods to treat and detain storm water runoff made the old design obsolete. The storm water system has been redesigned to meet the higher-level environmental requirements. Proposed ramp widening for the SR 18 and 15th SW interchanges has been deleted due to project cost increases, lack of operational benefit and potential incompatibility with future projects.

Environmental Impacts / Compliance
Five-year-old permits obtained for the old design have expired and are in the process of being reapplied for. SEPA Document is being re-evaluated.

Impacts to Traffic
The project will improve the efficiency of the general purpose and HOV lanes. Construction will require lane closures at times during non-peak hours. Public outreach will be conducted.
