SR 167 – HOT Lanes Pilot Project

Project Description
This pilot project will convert the existing HOV lanes into High Occupancy and Toll (HOT) lanes; HOV, buses, and motorcycles will still use the lanes toll-free. Single occupant drivers will need a Good To Go!™ transponder to use the HOT lane. The toll rate to enter the HOT lane will change throughout the day depending on the volume of traffic; priority is to maintain a reliable speed within the HOT lane. Tolls will only be collected electronically; there will be no toll booths.

Recent Progress

· Tolling Technology - Draft contracts with transponder supplier, accounts management and billing provider. Transponder testing.

· Civil Design - Completed work on drainage needs to be incorporated into the construction contract. HOT Lanes 100% construction contract turn-in and internal review process.

· Development - Began development of Toll Vendor contract / scope of work. Conducted internal WSDOT dynamic pricing algorithm workshop.

· Public Outreach - Coordination on outreach responsibilities, messaging, and next steps for public involvement. Updated project materials including the HOT Lanes folio and web site. Continued public comments tracking and responses.

· Implementation - Began outlines for the Performance Monitoring & Evaluation (PME) plan. Began outlines for the Operations, Maintenance & Enforcement (OME) plan.

Design Construction Impacts
The northern 1-mile of the HOT Lanes will be constructed by the I-405 Design-Build project, the remaining 11 miles will be constructed by the HOT Lanes construction contractor (yet to be selected.)

Environmental Impacts / Compliance
An environmental document (DCE) was prepared for, and approved by, the regulatory agencies in late 2006.

Impacts to Traffic
The project will increase capacity and improve traffic operations by converting the HOV lanes to HOT lanes. Construction will require lane closures during non-peak hours.

Open to Traffic Spring 2008 Tolling will start Spring 2008.
