Quarterly Project Report Update for Quarter Ending September 2008

SR 167 – Southbound 8th St. E Vic. to S 277th St. Vic. HOV/HOT Lane
Auburn to Pacific

Project Description
This project will construct a south-bound HOT lane from where it ends currently at 37th St. NW to the vicinity of 3rd Ave. SW. A drop lane will be constructed from the vicinity of 3rd Ave. SW to the 8th St. E interchange. Ramp meters will be installed at the following ramps: 15th St. SW (SB), Ellingson Rd. (SB), and 8th St. E (SB). New interim signals will be installed at the 8th St. E/SR 167 SB ramps and the Ellingson Rd./SR 167 SB ramps intersections.

Recent Progress

· May 2008 CEVP cost to complete is $85.0 M.

· Discipline Reports will be finalized in September 2008.

· An early JARPA package was submitted to the MAP Team in August 2008. Comments have been received and the complete JARPA will be submitted to MAP Team in September 2008.

· Preliminary Bridge Plans have been approved.

Design Construction Impacts

· Meeting storm water detention and floodplain storage requirements are extremely difficult in this area. This project will use innovative methods to meet requirements which will require state and federal approval and additional property.

· New Highway Runoff Manual and NPDES requirements need to be evaluated to determine what impacts they may have to the project.

The bridge that crosses over SR 18 is being widened and will need to have the foundation retrofitted for liquefaction.

Environmental Impacts / Compliance
An environmental document (DCE) is being prepared for submittal to the regulatory agencies in Summer 2008

Impacts to Traffic
The project will increase capacity and improve traffic operations by extending the HOV lanes through a major congestion point, the SR 167/SR 18 interchange. Construction will require lane closures during non-peak hours and may require peak hour lane closures.

Project Milestones Scheduled Attained Milestone Outlook
Start Preliminary Engineering Design Spring 2006 Ongoing Preliminary design has begun. Do to funding timing the design is being advanced and is scheduled to be shelved in June 2009.
Start Environmental Documentation Process Spring 2006 Ongoing Environmental document is scheduled to be issued in Fall 2008. Permit applications will be submitted by Fall 2007.
Start Right of Way Acquisition Summer 2009 Right of Way will be necessary for storm water detention, floodplain storage, and wetland mitigation sites. Appraisals to begin in July 2009.
Start Construction Spring 2012  Ad Date is November  2011, so construction can start in Spring 2012. 
Open to Traffic Winter 2015 New traffic lanes will be made available to the public as soon as it is safe, even as final construction is underway.
