SR 164 - High Point St. to Watson St. N Paving and Signalization

Here's the intersection of Watson Street and SR 410 (Roosevelt Avenue), looking south. WSDOT will install a traffic signal in this location.

Decades of use, combined with abandoned railroad tracks and a section of buried 100-year-old broken concrete, have caused the pavement along 1.5 miles of State Route 164 (Griffin Avenue) in Enumclaw to crack and separate. This summer, crews will repair the state route and repave the roadway for drivers. 

In addition to paving, WSDOT also will upgrade most of the pedestrian sidewalk ramps on the route, and install a new traffic signal at the intersection of SR 410 and Watson Street North.

Why is WSDOT repaving SR 164 through Enumclaw, upgrading the pedestrian ramps and installing a new traffic signal?


  • This section of roadway was last paved in 1998. The pavement is broken and cracked in many areas.
  • Cracked and rutted pavement can cause vehicle damage if not repaired or replaced. 
  • Over the years, WSDOT maintenance crews have sealed the large cracks and patched potholes to help hold the roadway together. Now it is time for a longer-lasting fix.

Pedestrian ramps

  • The current pedestrian ramps were last upgraded in the late 1980s and 90s. Since then, guidelines set by the American Disabilities Act (ADA) require a more gradual, less steep ramp from the sidewalk to the street.

  • Traffic studies show a steady increase in vehicle and pedestrian traffic in this area since 2009.
  • The intersection has now reached the point where a traffic signal with dedicated turn arrows onto SR 410 is needed to preserve safety.

The End Result
To extend the life of the highway and smooth the roadway for drivers, we will:

  • Grind out all of the existing asphalt.
  • Remove buried concrete panels and abandoned railroad tracks.
  • Rebuild the subgrade where needed.
  • Repave both directions between High Point Street and SR 410.
In addition to repaving the roadway, WSDOT will:
  • Upgrade 90 pedestrian ramps to comply with 2014 ADA standards.
  • Install crosswalks and a traffic signal at the junction of SR 410 and Watson Street.

  • Construction began May 5, 2014.
