SR 160 - SR 16 to Long Lake Road

Quarterly Project Report Update for Quarter Ending September 2007

Project Title & Location
SR 160 - SR 16 to Long Lake Road

Project Description
This safety improvement project flattens slopes from SR 16 to Phillips Road vicinity and increases road shoulder widths to 4 feet (6 feet between Estonia and Brasch). A two-way left-turn lane will be added from Fred Meyer to Brasch and left turn lanes will be added at Phillips Road. The project also creates flat bottom ditches for storage of treatment for runoff.

Recent Progress

This project is currently in the right-of-way purchase phase. Some adjustments to the planned right-of-way acquisition have been necessary to accommodate storm water and other design changes. The Karcher Creek Sewer District is currently pursuing plans to install a new sanitary sewer in the vicinity of this project. WSDOT agreed to participate in this venture in lieu of relocating the drain fields that will be impacted by construction.

Design Construction Impacts

Right of way is proceeding early due to the large number of parcels affected by this project and the rising costs of real estate. The hydraulic report was nearly completed last year. However, new requirements and some changes to the design will necessitate a new hydraulic report. This report will be completed by the end of this year. Coordination is continuing with the utility companies, especially Puget Sound Energy, on relocation of the utilities affected by the project.

Local private development has had some impact on this project recently. It is anticipated that additional private development will also occur within the project limits between now and the scheduled advertisement date. Design changes will be required to accommodate these developments.

Environmental Impacts / Compliance
As designed, this project has minimal environmental impacts.  Recent changes in definitions and regulations resulted in a new impact assessment. It has been found that no wetlands will be directly affected by this project. Additional investigation and possible mitigation, prior to advertisement, may be necessary to comply with possible future changes in the laws and regulations.

Impacts to Traffic
When construction begins  some lane restrictions are anticipated during the widening and slope-flattening stages.  Intermittent, one-lane alternating traffic is also expected through this phase.  Single-lane alternating traffic will occur for two weeks during paving.

Project Milestones Scheduled Attained Milestone Outlook
Begin Preliminary Engineering  August 2, 1999 August 2, 1999
Environmental Documentation Complete September 18, 2008 Environmental impacts and hydraulics design were both completed to review stage, but new regulations require both of these design elements to be revisited.  New reports and reviews will be required early in 2008 in order to meet this milestone.
Right of Way Certification November 25, 2008 Need certification before utility relocation can be accomplished.  It is anticipated that right of way purchase may be completed as early as 2007.
Contract Advertisement January 5, 2009 Contract advertisement is on track.  The Utility Relocations required prior to advertisement are scheduled for completion by Dec 2008.
