SR 160 - SR 16 to Long Lake Road

Project Description
This safety improvement project flattens slopes from SR 16 to Phillips Road vicinity and increases road shoulder widths to 4 feet (6 feet between Estonia and Brasch). A two-way left-turn lane will be added from Fred Meyer to Brasch and left turn lanes will be added at Phillips Road. The project also creates flat bottom ditches for storage of treatment for runoff.

Recent Progress

This project is currently in the right-of-way purchase phase. Some adjustments to the planned right-of-way acquisition have been necessary to accommodate storm water and other design changes. The Karcher Creek Sewer District is currently pursuing plans to install a new sanitary sewer in the vicinity of this project. WSDOT agreed to participate in this venture in lieu of relocating the septic system drain fields that will be impacted by construction.

Through meetings and correspondence, an agreement has been reached between the WSDOT and Karcher Creek Sewer District (KCSD).    WSDOT has received a letter of intent from KCSD to install a new sewer trunk line in the affected area (between Estonia and Brasch) and connect households with affected septic sytems to the new line as well as abandon those property's old septic systems before construction commences on the State's project. The current plan is to incorpate their design into our project for construction.  This would allow the ideal placement of the sewer and water lines to meet the future route development plan set for SR160.

WSDOT is studying current Best Management Practices for water quality and quantity treatment requirements.

To date, 43 parcels have been acquired. Real Estate Services is proceeding with the aquisition of the remainder of the parcels on the approved R/W plan.

Design Construction Impacts

Right of way is proceeding early due to the large number of parcels affected by this project and the rising costs of real estate. The hydraulic report was nearly completed, however, new requirements and some changes to the design will necessitate a new hydraulic report. This report is scheduled for completion by July 2008. Coordination is continuing with the utility companies, especially Puget Sound Energy, on relocation of the utilities affected by the project. 

The project office has been working with local developers to coordinate possible future improvements to the highway.  No design changes will be made to this project as a result of developer activities.

Environmental Impacts / Compliance
As designed, this project has minimal environmental impacts.  Recent changes in definitions and regulations resulted in a new impact assessment. It has been found that no wetlands will be directly affected by this project. Additional investigation and possible mitigation, prior to advertisement, may be necessary to comply with possible future changes in the laws and regulations.

Impacts to Traffic
When construction begins some lane restrictions are anticipated during the widening and slope-flattening stages.  Intermittent, nightly one-lane alternating traffic is also expected through this phase.  Single-lane alternating traffic will occur nightly for two months during construction.

Contract Advertisement January 5, 2009 Contract advertisement is on track.
