SR 160 - SR 16 to Long Lake Road

Project Description
This safety improvement project flattens slopes from SR 16 to Phillips Road vicinity and increases road shoulder widths to 4 feet (6 feet between Estonia and Brasch). A two-way left-turn lane will be added from Fred Meyer to Brasch and left turn lanes will be added at Phillips Road. The project also creates flat bottom ditches for storage of treatment for runoff.

Recent Progress

This project is currently in the right-of-way purchase phase. Some drainage re-design to accomodate right-of-way impacts has been done. The Real Estate Services Office is currently reviewing sanitary sewer alternatives in order to reduce overall project costs associated with property acquisition related to septic drain field impacts.

Design Construction Impacts

Right of way is proceeding early due to the large number of parcels affected by this project and the rising costs of real estate.  The hydraulic report was nearly completed last year. However, new requirements and some changes to the design will necessitate a new hydraulic report. This report will be completed in 2008. Coordination is continuing with the utility companies, especially Puget Sound Energy, on relocation of the utilities affected by the project. Additional Right-of-Way may be required to accomodate storm water treatment within WSDOT Right-of-Way. Increased Preliminary Engineering, R/ight-of-Way, and estimated Construction costs have resulted in a decrease in the scope of work to address only the most critical accident areas within the project limits.

Local private development has had some impact on this project recently. It is anticipated that additional private development will also occur within the project limits between now and the scheduled advertisement date. Design changes will be required to accommodate these developments.

Environmental Impacts / Compliance
As designed, this project has minimal environmental impacts.  Recent changes in definitions and regulations will require a new impact assessment, and possible mitigation, prior to advertisement to comply with these and possible future changes in the laws and regulations.

Impacts to Traffic
When construction begins it is anticipated that there will be some lane restrictions during the widening and slope-flattening stages.  It is anticipated that there will also be one-lane alternating traffic intermittently through this phase.  There will be one-lane alternating traffic during the paving of the project lasting approximately two weeks.

Environmental Clearance  Fall 2008 Environmental impacts and hydraulics design were both completed to review stage, but new regulations require both of these design elements to be revisited. New reports and reviews will be required early in 2008 in order to meet this schedule.
Right of Way complete Fall 2008 Date has not been established; need this before utility relocation can be accomplished.  It is anticipated that right of way purchase may be completed as early as 2007.
Utility Relocations complete Dec. 1, 2008 Need to complete to advertise.
Contract Advertisement Jan. 5, 2009 Contract advertisement is on track.
