Project Facts
  • Improves safety.
  • Scheduled for construction in 2009.
  • Contributes to improved regional storm water management.

Project Status

August 2008

Project design is nearly complete.

Purchase of right of way is under way.

Why is WSDOT building this project?
This road is the primary route from SR 16 to the Southworth Ferry Terminal, and has a history of collisions that is expected to continue worsening as traffic volumes increase. This project is needed to reduce accident frequency and severity along this stretch of the State Route 160 corridor in south Kitsap County.

The End Result
The project will provide for a safer, smoother flowing corridor with increased visibility and turning sight distance. The flatter side slopes will also decrease the severity of accidents involving vehicles leaving the roadway. There will also be an increase in mobility with the addition of the left turn lanes at the Phillips Road intersection and a two way left turn lane from Estonian Ct. to Brasch. The improvements planned for this project are as follows:

  • Add left turn lanes in both directions at Phillips.
  • Add right turn taper eastbound at Phillips.
  • New lighting at Converse and Phillips roads.
  • Install pedestrian railing on SR 16 over crossing.
  • Turning radius improvements and slope flattening.
  • Provide paving overlay for SR 160 from mileposts 0.00 to 0.69 and 1.07 to 2.54.
  • Widen SR 160 by extending the two-way left-turn lane from Fred Meyer to the intersection at Brasch.
  • Realign the intersection at Converse so it is a standard four-way (instead of the current off-set intersection).
  • Provide six-foot paved shoulders through the school section (Estonia to Brasch) for pedestrian safety.

Project Benefits

  • Safety. Increased visibility and turning sight distance will improve safety along the route.
  • Environment. The project will improve storm water runoff. WSDOT will construct a storm water treatment facility and vegetated filter strips to treat existing and future highway storm water runoff.

What is the project timeline?
This project was funded from the 2003 Legislative Transportation Package. Construction is expected to begin in 2009. The environmental process is continuing. The right of way purchase phase is under way.

Public Involvement
Your thoughts and opinions are important to us. While public meetings and additional project outreach is not currently planned, please contact the project design office at 360-874-3000 with any questions or concerns.

Environmental Protection
WSDOT is planning to construct a storm water facility in the area of this project. This new facility will treat existing and future highway runoff as well as some storm water runoff in the affected basins.
Please visit the WSDOT Environmental Services Web site for more information.

Increasing safety is one of our priorities
This project increases visibility and turning sight distance. Flatter side slopes will also decrease the severity of accidents involving vehicles leaving the roadway.

Will this project impact tribal resources?
At WSDOT we seek to address the concerns of the tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.

This process is not applicable because the project does not impact tribal lands.

For more information visit our WSDOT Tribal Liaison website.
