SR 14 - Camas-Washougal Widening & Interchange

Quarterly Project Report Update for Quarter Ending December 2008

Project Title & Location
SR 14/Camas Washougal - Add Lanes and Build Interchange

Project Description
Widen SR 14 to four lanes from the east end of the West Camas Slough Bridge to Union St, and construct a new split diamond interchange at Union St and 2nd St. This project will improve safety and capacity by eliminating conflicting movements and queuing at intersections, and separating traffic with median barrier.

Contractor/Consultant
Skillings-Connolly Inc. for environmental reports. (consultant phase complete)

Recent Progress
Due to escalating material costs and new seismic standards, the project was revised to stay within budget.  The West Camas Slough Bridge will no longer be widened to four lanes - instead, the existing bridge rail will be replaced and a new median barrier placed on the the bridge.  The half interchange and Union St has been redesigned as a split diamond between Union St. and 2nd St.  The intersection of SR 14 and 6th St has been eliminated.  Minor revisions to mainline and frontage road alignments were also made to minimize right of way and utility impacts.

Design Construction Impacts
This project will include an Access Hearing and acquisition of Limited Access.  Construction of the new East Camas Slough Bridge is subject to in-water work restrictions.  Construction staging will strive to minimize impacts to traffic throughout the duration of the project.

Environmental Impacts / Compliance
Major work activities associated with environmental documentation are anticipated to be completed in 2009.  The Biological Assessment with formal consultation has been submitted.

Impacts to Traffic
The design team is currently developing the staging and work zone traffic control strategy.  Likely impacts during construction include narrowed lanes and shoulders, turning movement restrictions at intersections, overweight/oversize load restrictions, and bicycle detours.

Project Milestones Scheduled Attained Milestone Outlook
Preliminary Engineering December 2005 December 2005
Environmental Documentation Complete April 2009 Several technical reports need to be updated based on the design changes.
Right of Way Certification December 2009 September 2010, based on a March 2009 Access Hearing.
Advertisement Janurary 2010 October 2010, due to design changes that require additional environmental work and an Access Hearing.
Operationally Complete November 2012 If in-water work can be completed in one season, Nov 2012 is reasonable; otherwise, Operationally Complete will slip to Nov 2013.
