Rail - Stanwood - New Station

Quarterly Project Report Update for Quarter Ending September 2006

Project Title & Location
Stanwood Communter Rail Station, Stanwood, WA

Project Description
The $5.0 million project would establish the station facilities needed for a new Amtrak Cascades stop in Stanwood.

Contractor/Consultant
BNSF Railway, Fort Worth, Texas

Recent Progress

This project will design and construct a new passenger platform and other facilities at Stanwood, which will be served by Amtrak Cascades trains when completed.  The design of the project is now underway.  The projected completion date of the station is now November 2007, five months later than previously projected.  The later-than-anticipated completion date is due to a scope change that occurred in early 2006, which delayed the start of the design process.

Further, BNSF Railway has notified WSDOT that improvements to the railroad siding at Stanwood will be required before Amtrak Cascades trains can serve the station facility.  The improvements required by the BNSF are beyond the scope of improvements scheduled to be made to the Stanwood Siding in the 2007-2009 biennium.

The projected budget for the station has not changed.  WSDOT is evaluating the spending plan of the project, and will make a request to the Office of Financial Management (OFM) for some portion of the funds for this project to be re-appropriated into the 2007-2009 biennium.  Further, WSDOT will develop an estimate for the Stanwood Siding improvements, based on the scope of the project required by BNSF.

Design Construction Impacts

The station will be located between 271st Street and a power substation in downtown Stanwood.  It is unlikely that construction will have an adverse impact on the community, as the site is a vacant lot.  However, construction of a platform could have a temporary impact on rail operations in the area.
