Short Haul Intermodal Pilot Project, Quincy (WA120)

Project Description
This project will complete the construction of a transload facility where trucks and containers can be loaded on and off railcars for movement to Puget Sound ports.

Contractor/Consultant
Port of Quincy, Quincy, WA

Recent Progress
This project will support the Port of Quincy to further develop their new intermodal facility.  This includes the purchase of equipment for loading containers and financial support to build a customer base.

WSDOT and the Port executed an agreement June 2006 for the entire scope of work.  In September the Port purchased the needed equipment.  However, they are continuing to negotiate with BNSF to provide the required rail service.  The agreement between FRA, WSDOT, and the Port was amended in June 2008.

Given the delays due to negotiations, $750,000 was re-appropriated to the 2007-2009 biennium.  Federal funding has been extended to November 2009.

Design Construction Impacts
This project installs equipment necessary for operation of the transload facility. 

Environmental Impacts / Compliance
No environmental impacts are foreseen at this time.

Impacts to Traffic
Occasional truck access to Port of Quincy property from local roads.
