Recent Progress
This project is to provide rail service to a livestock feed mill located on an industrial site developed by the Lincoln County Public Development Association (PDA). The tenant converted the operation to a biodiesel plant when the construction of the spur was delayed by uncertainties with the state's purchase of the CW Line of the Palouse River and Coulee City Railroad. Legal difficulties also occurred between the tenant and the PDA, which have been resolved. The need for the spur remains, because the biodiesel plant can operate most efficiently if raw materials are shipped to it by rail.
The spur plan design, including the project cost estimate, is at 70 percent completion. Spur design plans ready-for-bid will be completed when additional funds are available in 2008.
