Project Description
Lincoln County PDA will construct 850` long railroad siding to connect to a new livestock feed plant.

Watco Companies, Pittsburgh, Kansas

Recent Progress

Lincoln County secured a tenant for a livestock feed mill just west of Creston.  The tenant converted the operation to a bio-diesel plant when the construction of the spur was delayed.  WSDOT learned this quarter that the plant generates the need for 300 to 450 rail cars per year; however, the plant is located on the disputed CW Branch of the PCC Railroad.  Despite that, the associated road improvements will be constructed under grants other than the WSDOT grant because the plant is economically viable without rail access, although costs are higher.

The rail spur will be engineered by September 30, 2006.  Construction and a final decision on remaining WSDOT funds will await a determination of when the CW Branch will resume operations.

Design Construction Impacts
It is possible to complete this project if the Palouse River and Coulee City RR railroad operation issue is resolved before July 2006.

Environmental Impacts / Compliance
There do not appear to be any issues with wetlands or endangered species.  Lincoln County will oversee any permitting issues that might arise.

Impacts to Traffic
There may be some disruptions to freight operations.
