If permitting agency decides the application meets appropriate standards, the agency issues a draft permit and a public notice. The notice shall be mailed to persons who reside within the potentially affected vicinity of the proposed action. It should also be published in the newspaper of largest circulation in the city. Occurs for a minimum of 30 days after public notice issued. Public may comment on the draft permit decision.
