Circulate and make the DEIS available for comment by the public, Federal, State, and local government agencies, as well as any interested stakeholders.

Occurs for a minimum of 45 days after filing DEIS with EPA. If a calculated time period would end on a non-working day, the assigned time period will be the next working day (i.e., time periods will not end on weekends or Federal holidays).
