| FHWA Financial Plan
|
A Financial Plan is a comprehensive document that is required for Federally funded projects with an estimated total cost of $1,000,000,000 or more that reflects the cost (requirement) and revenue structure (capability) of a project and provides a reasonable assurance that there will be sufficient financial resources available to implement and complete the project as planned. The Initial Financial Plan and each Annual Update is submitted to the FHWA Division Administrator for review and acceptance.

| Public Hearing

Any State highway department which submits plans for a Federal-aid highway project involving the bypassing of or, going through any city, town, or village, either incorporated or unincorporated, shall certify to the Secretary that it has had public hearings, or has afforded the opportunity for such hearings
