Description: |
Critical Success Factors describe what the project team must accomplish to fulfill its mission and to achieve project success. Measures of Success are the “indicators” or “metrics” used to assess progress toward the accomplishment of Critical Success Factors and are reviewed at regular intervals throughout the project. |

Steps: |
1. Review the CPMS file, the Project Description, Mission/ Assignments, Major Milestones, etc., and identify the Critical Success Factors of the Pre-Construction Phase. They include those specific outcomes that determine the success or failure of the work of the project team, and that can be accomplished, controlled, or influenced through the work of the Pre-Construction Phase (e.g., Environmental Documentation Complete, Project Definition Complete, or Budgetary Limitations met) |

2. Review the list of Critical Success Factors with Region/ Organization Management. |

3. Once the Critical Success Factors have been identified, the Project Manager and project team identify corresponding Measures of Success—those “indicators” that will provide an accurate indication of project team progress and performance in meeting each of the Critical Success Factors, Major Milestones, etc. The selected Measures of Success should also provide a reasonable indication of the likely outcome of each Critical Success Factor. |

4. Once the appropriate Measures of Success have been identified, define the specific indicators, signals, threshold values, etc., that will be monitored and reported in order to provide timely and accurate visibility of the likely outcome of each Critical Success Factor. |

5. The Project Manager or designee enters the Major Milestones and corresponding Measures of Success on the Initiate and Align Worksheet. |

6. Develop and establish specific methods and project team assignments for monitoring and reporting on the Measures of Success. |

|
7. Review the Major Milestones, Measures of Success, and methods for monitoring and reporting with Region/Organization Management and the project team. |

Guidelines: |
Identify only those specific “performance elements” that are essential to the success of the Pre-Construction Phase of the project (typically five to seven, depending on the nature, size, and complexity of the project). They should be quantifiable, measurable, and associated with the production or accomplishment of specific goals, deliverables, or outcomes. |
