Description: |
Quality Planning involves identifying procedures required to insure the Project Office is fulfilling their obligations, such as: contract payments, processing changes, final records, etc. The Quality Standards for the project are set out in the Contract Plans and Specifications. The Quality Assurance (QA) and Quality Control (QC) measures are set out in the Record of Materials and the WSDOT Construction Manual. Quality Management includes all activities of project
management that impact the enforcement of the quality level required by the
Contract Documents. Consult the
Contract Documents and the WSDOT Construction Manual for the
responsibilities of project participants, and the requirements for Quality Assurance. |

Steps: |
1. Review each work element of the Construction Phase and determine the applicable quality standards for each process, product, and deliverable. |

2. Using the Contract Documents, Record of Materials, and the Construction Manual, review each item of work and the applicable standards with: · Performing Staff - Verify understanding of assignment - Verify understanding of specific quality standards and requirements - Verify qualifications for performance - Identify established procedures for documenting performance and results (Chapter 10 of WSDOT Construction Manual) |

Guidelines: |
The purpose of the Record of Materials is to document the project’s quality acceptance/control procedures and to provide a baseline against which the QA efforts of the project team may be compared. The actions described in the WSDOT Construction Manual and the Record of Materials are intended to meet certain objectives for Quality Management on WSDOT projects, primarily: ·
Consistency – To develop and put into practice a consistent approach to meeting
appropriate quality standards, objectives, and requirements on all WSDOT
projects. ·
Value
– To establish and perform only those quality management activities that add
value to WSDOT projects. |
