Description: |
The development of the Project Performance Baseline—the WSDOT Construction Engineering Workforce Plan and validation of the Project Budget—focuses on the all of the work that is not included in the Construction Contract; i.e., those tasks and deliverables that are not the responsibility of the Construction Contractor. Baseline development is sequential and takes place in two stages: · Prior to Construction Contract Execution, the Baseline is developed to understand the resource, schedule, and budgetary needs of the performance of the WSDOT work during the Construction Phase. · After Construction Contract Execution, the Baseline is adjusted to accommodate the Construction Contractor’s schedule. |

Develop Project Performance Baseline: · Review the Contract PS&E, Summary of Quantities, and Record of Materials The Construction Contract PS&E defines the scope of the constructed project and provides the basis for establishing the scope of work to be performed by WSDOT resources. The Record of Materials and the Construction Manual defines the scope of testing and inspection services needed for the Construction Phase. · Identify WSDOT Deliverables/Activities Using the Master Deliverables List (MDL), review of the Construction Contract PS&E and Summary of Quantities, and establish the Construction Phase Work Breakdown Structure (WBS), identifying the specific WSDOT deliverables and activities to be tracked in the Project Delivery Information System (PDIS). · Identify specific WSDOT work tasks Using the Construction Phase WBS and Task Planning Worksheets, develop Task Planning Worksheets for the tasks required to produce each WSDOT deliverable and perform each WSDOT Construction Phase activity. · Identify resources required for each WSDOT task Identify the specific types and quantities of WSDOT resources needed meet the requirements of the Record of Materials and construction administration tasks. · Establish schedule for WSDOT Deliverables/Tasks Using the Working Day Schedule, define the periods of performance—the probable time periods when the tasks will be performed and the resources will be needed. · Develop Preliminary Construction Engineering Workforce Plan Based on the Working Day Schedule, develop a preliminary
resource-loaded schedule for WSDOT performance in the PDIS. · Verify Availability of Resources Working with appropriate management and supervisory staff, verify the availability of the resources needed and their probable schedule requirements. Bear in mind that the Construction Contractor’s schedule will vary and adjustment will be required; hence, commitments of resources should be made with the understanding that the time of performance will be adjusted. · Estimate Costs/Compare to Programmed Budget Based on the Preliminary Construction Engineering
Workforce Plan, develop an estimate of budget needs. Identify any
variances between project estimated cost and programmed budget. Review and
reconcile all budget differences with Region/Organization
Management. · Review Project Risk Management Plan Review the Project Risk Management Plan and, based on the review of the PS&E, the Summary of Quantities, and the development of the Preliminary Workforce Plan/Schedule, verify the potential risk events and response plans identified for the Construction Phase, and identify any “new” potential risk events (along with appropriate response plans). Validate Contingency Budgets. Based on the updated Project Risk Management Plan, verify the Contingency Budgets: Allocated Contingency for identified risks and General Contingency for unforeseen risks and changes. |

After Contract Execution |

· Review Contractor’s Schedule Review the approved Contractor Construction Schedule and adjust the Preliminary Construction Engineering Workforce Plan accordingly. · Review/Validate Construction Engineering Workforce Plan Review the adjusted WSDOT Workforce Plan/Schedule with performers and appropriate management and supervisory staff, and obtain firm commitments for performance. · Review Construction Engineering Cost Estimate/Validate Budget Based on the validated Construction Engineering Workforce Plan,
review and adjust estimated budget needs and compare with allocated project
budgets. Review and reconcile any differences with Region/Organization Management. · Review Risk Management Plan Based on the approved Construction Schedule and the validated Workforce Plan, review the Risk Management Plan and adjust accordingly. Review and reconcile any adjustments to Contingency Budgets with Region/Organization Management. · Brief Team on the Construction Phase Performance Baseline Review the final Construction Phase Performance Baseline—Construction Engineering Workforce Plan and Allocated Budgets—with the project team and obtain their commitment. |
