I-5 HOV - South 48th Street to Pacific Avenue, Tacoma

Project Description
Improves safety on I-5, from 38th Street to I-705 by adding a collector-distributor lane for safer merges on and off the freeway.

Recent Progress

Project advertisement March 28, 2005.  FHWA Stewardship Review partially completed March 14, 2005. Project risk evaluation meetings are being held weekly to anticipate and strategically address possible risks to project implementation. Bid opening was June 15, 2005.  The contract was awarded June 22 to Kiewitt Pacific Co. of Renton Washington.

Design Construction Impacts

Utility Relocation:  City contract for relocation of their sanitary, storm and water begins on June 2, 2005, with work being completed on or about August 1, 2005.  35th Street communication lines target for July 29, 2005 clearance.

Coordination of Contractor access reflected in contract documents.

Environmental Impacts / Compliance

A mitigation plan addressing all resource agency requirements for the project was accepted by all agencies, and all permits have been obtained.   Compliance with jurisdictional ditches and high visibility fencing reflected in contract documents. 
Supplemental noise analysis documented October 2004.  Contract documents reflect construction of warranted noise barrier walls to minimize the effects of traffic noise on adjacent residences and schools.

Impacts to Traffic

Maintenance of Traffic strategies developed and reflected in contract documents.  City streets will be affected by bridge closures during the rebuilding of new crossings at Yakima and Delin streets, and the removal of the Tacoma Avenue crossing.  The temporary closure of these streets over the freeway will increase traffic on South M Street and Pacific Avenue.  Work on these structures will also require moving and narrowing I-5 traffic lanes through the construction work zone.

Right-of-Way Certification Spring 2004 March 2005 Right-of-way was not certified on schedule.  Additional utility easements and soil nail-and-tie back subterranean easements are now acquired (ROW Cert #2).
