Construction began August 24 and was complete Nov. 20, 2009. This section of I-90 was last paved in 1997. It was scheduled for rehabilitation three years ago, but funding was unavailable. The road surface had reached the end of its lifecycle and needed to be "milled and filled" to restore it.
A new Hot Mix Asphalt (HMA) surface restored the load carrying ability of this busy section of I-90. Heavy truck traffic has increased and had further sped up the roadway deterioration.

| Economic Incentive
This project was funded by the American Recovery and Reinvestment Act. (Read the news release). It was the first “second tier” project constructed because the “first tier” project bids came in below estimates, making funds available to build more projects. (Read the Governor's news release.) This project supported some 50 jobs.
Partnerships & Cooperation
In February 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act. WSDOT translated the federal recovery funding into job creation and highway improvements.
This project was advertised for private contractor bids on June 15 and two qualified bids were opened on July 9, 2009. On July 13, contract #7787 was awarded to Central Washington Asphalt, Inc. for $3,242, 563.03. (12% under the engineering estimate).
