I-90 Two-Way Transit and HOV Operations

Project Description
The purpose of this project is to provide reliable and safe two-way transit and HOV operations on I-90 between Bellevue and Seattle, while minimizing impacts to the environment and to other users. The preferred alternative, R-8A, adds a transit and HOV lane in each direction to the outer roadways and maintains the reversible operation of the center roadway.

Recent Progress
The 2008 Supplemental Budget includes a proviso for $550K (not including WSDOT staff time) towards an independent technical review of light rail impacts to I-90 Homer Hadley bridge. No additional funding was included for Stages 2 and 3 in the 2008 budget. The remaining budget of $24M is allocated in the 2017-21 bienniums.

The current project estimate is $212M (based on the 2007 CEVP cost update), an increase of $64M from the 2005 CEVP estimate of $148M primarily due to new standards and findings on necessary tunnel upgrades. An additional $114M is required to complete Stages 2 and 3. This project is in partnership with Sound Transit, which has contributed $47M towards the total cost. (ST funds are not reflected in the table below)

The Stage 1 (WB HOV from Bellevue Way to 80th) construction is underway and Stage 2 (EB HOV from Bellevue Way to 80th) PS&E will be shelved at 90% design level in June 2008 due to insufficient funds.

Design Construction Impacts
The majority of construction will take place within the existing I-90 right-of-way. The roadway will be widened where possible to accommodate the added HOV lane.

Environmental Impacts / Compliance
This project may result in the prohibition of transport of flammable and/or hazardous materials in the I-90 tunnels. A study is underway to identify tunnel upgrades needed to continue to allow flammable cargo on I-90. No other adverse environmental impacts have been identified.

Impacts to Traffic
No significant traffic impacts anticipated. Long and short-term temporary lane and shoulder closures will occur throughout construction of the project. Most of this work will be performed at night or will be confined to the center roadway. Possible extended one lane closure of center roadway in winter/spring 2008.
