I-90 - Snoqualmie Summit to Hyak WB - Dowel Bar Retrofit/Concrete Rehab

Prior to the 2009 American Recovery and Reinvestment Act, funding for this deteriorated pavement section had not been identified. The ARRA stimulus funding allows WSDOT to address this important project now. 

In February 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act. WSDOT now stands ready to translate the federal recovery funding into job creation and highway improvements.

Why is WSDOT rehabilitating this portion of the highway?
The existing concrete pavement just east of Snoqualmie Summit on I-90 is settling between panels due to wear and age, resulting in a rough ride and the potential for additional cracking.

Roadway conditions have worsened over time as weight from vehicles and heavy trucks has cracked and shifted concrete panels. To extend the life of the roadway, rehabilitation must be done before further deterioration takes place.

The End Result
This project will strengthen and extend the service life of the pavement in the westbound lanes by installing steel dowel bars in the wheel paths between panels for the right lanes. Severely cracked panels will be replaced and crews will grind the roadway surface to improve the ride and extend the pavement life. The project will restore signing, striping and other basic safety features.

Drivers will experience a smoother, safer driving surface. The project will also strengthen and preserve the road surface to handle heavy traffic and freight trucks.

What is the project timeline?

  • January 2009 - We began designing this project.
  • April 27, 2009
  • - Advertised the project for competitive bids.
  • June 2009 - We expect to begin construction.
  • November 2009 - We expect to complete construction.

Financial Information
This project is fully funded by the 2009 American Recovery and Reinvestment Act (ARRA).

Total federal funding - $5.02 million 

*ARRA funds originally committed for this preservation project - $5.02 million
The project was awarded on June 1 for almost 20% below our engineer's estimate. The new total project cost is $4.1 million, including design and safety improvements. Once the surplus ARRA funds are de-obligated from this project, WSDOT will use the funds to complete a project on the previously identified Tier 2 list.
