I-90 - Eastbound Ramps to SR 18 - Complete November 2007

Quarterly Project Report Update for Quarter Ending September 2007

Project Title & Location
I-90 - Eastbound Ramps to SR 18 -- West of North Bend

Project Description
This project consists of two stages. The first stage installs an interim signal and restripes the existing off-ramp to provide a 400-foot right-turn pocket. Stage two will widen the ramp and shoulders to provide a second left-turn lane to meet safety and design standards, widen SR 18 to provide a northbound receiving lane for the second left-turn lane, widen the north bound county road extension of SR 18 for approximately 1,000 feet, and modify the existing signals at the ramp terminals.

Contractor/Consultant
KLB Construction, Inc., Mukilteo, WA

Recent Progress
Construction on this project is suspended until April 2007 as a result of unsuitable weather conditions.  Due to the geographic location of this project, the project site is also subject to snow and colder temperatures in addition to rainy, wet winter weather.

Utility relocation work by Puget Sound Energy and CenturyTel was completed.

The contractor is responsible for maintaining the temporary erosion and sediment control measures, such as plastic cover on areas where bare dirt is exposed, and where identified by the construction office.

Design Construction Impacts

No impacts during the March 2007 quarter.

Environmental Impacts / Compliance
Unprotected slopes, considered to be slopes where bare dirt is exposed, continue to remain covered by plastic during the project suspension period.  Daily reviews of the site are done by the project engineer office, and items that need to be addressed are brought to the Contractor's attention.

Impacts to Traffic
Traffic congestion approaching this project site via eastbound SR 18 is an on-going issue, and continues to be reviewed by WSDOT designers to find a solution.  There are no project related issues presenting an impact to traffic at this time.  The construction office continues to look into alternate means of completing work on the left side of the eastbound I-90 exit to SR 18 due to congestion that occurred during afternoon peak travel hours after temporary barrier was installed.  This barrier was removed late last year.
