I-90 - Homer Hadley Bridge Repair

Project Facts
  • The Homer Hadley Bridge is 9,559 feet in length.
  • This bridge carries more than 57,000 vehicles per day.
  • The eastbound bridge, also known as the Lacey V. Murrow Bridge, is not affected by this project.

Project Status

October 2008

  • The bridge joints we are replacing through this project are unique and only a few contractors in the nation manufacture them. They are 65-feet long by 10-feet wide and 42-feet long by 10-feet wide. It will take ten months to manufacture and deliver the small joints and one year to manufacture and deliver the large joints.
  • We have selected D.S. Brown to build the joints.
  • Crews will install the small joints on the express lanes in May 2009 and the large joints on westbound I-90 in July 2009.
  • Because each joint is a single unit that spans the entire bridge deck, crews must close each roadway for three weeks to remove the old joints and install the new ones.

The I-90 Homer Hadley Floating Bridge opened to traffic in 1989, carrying the westbound lanes and center roadway. Since that time the expansion joints have continued to crack and deteriorate, requiring constant maintenance. Failing expansion joints can pose a safety risk.

To help protect drivers, we will replace the aged and worn expansion joints on the westbound bridge and center roadway.

Why is WSDOT replacing the expansion joints on the Homer Hadley Bridge?
The original expansion joints were installed before fatigue testing was a standard requirement. Since that time, the expansion joints have been cracking and deteriorating. Cracked expansion joints require constant maintenance and welding, which causes the metal in the joints to weaken and potentially fail.  Replacing the joints will protect drivers.

The End Result
The new expansion joints will be able to support the heavy loads that regularly cross I-90, including freight and transit vehicles. The new joints will reduce the likelihood of failure.

Project Benefits

  • Safety: Replacing the cracked, deteriorating joints with an updated, stronger model will improve bridge reliability and increase driver safety.

What is the project timeline?

  • June 2008: Project advertised to contractors
  • May 2009: Replace expansion joints on center roadway (reversible lanes)
  • July 2009: Replace expansion joints on westbound I-90
  • July 2009: Estimated completion

Public Involvement

Environmental Protection
The contractor will submit a spill prevention and protection plan detailing how they will contain work materials on the worksite.
Please visit the WSDOT Environmental Services Web site for more information.

Increasing safety is one of our priorities
We will enhance safety by minimizing the risk of expansion joint failure, which poses a risk to drivers. The new, smoother road surface will eliminate cracks and potholes and provide better traction for drivers.

Will this project impact tribal resources?

At WSDOT we seek to address the concerns of the tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.

This project was determined to be exempt from Section 106 Consultation per the Programmatic Agreement between the Washington State Department of Transportation, the Federal Highway Administration, the Advisory Council on Historic Preservation, and the State Historic Preservation Officer signed July 18, 2000.
