I-90 - George East – Paving – Complete August 2005

Project Status - Complete

A turnaround for emergency vehicles was constructed at MP 155.

A new right turn island will be constructed at the Quincy/George exit where SR 281 and SR 283 intersect at Murphy's Corner.

Overview
This Preservation Project paved 16 miles of Interstate 90 between George and Moses Lake to preserve the existing pavement structures, extend pavement service life, and improve safety by updating features including guardrail, striping and installation of new cable barrier in the median. It required grinding the driving lanes to remove ruts and overlaying the east and west bound lanes on I-90 with Hot Mix Asphalt. The project also paved the ramps and bridges at the Adams Road and SR 281 Interchanges and included improvements at the Winchester Wasteway Safety Rest Areas.

Highway safety feature updates included new guardrail, rumble strips and cable barrier in the median to prevent head on collisions.

Partnerships & Cooperation
Construction began April 11,  2005 and was completed August 25th. 125 working days were scheduled, but the project was completed in 91 days. To avoid traffic restrictions over the busy 4th of July weekend, the paving was scheduled to be completed by July 1st. The median cable barrier installation was incorporated into the paver, saving time and money.  That phase was complete, July 22nd.  Rumble strip installation, striping, signage and final clean up work was complete August 25th, 2005.

Funding
Bids were opened on January 6th, 2005 and Central Washington Asphalt, Inc. was the successful bidder among five contractors. Contract #C6881 was awarded January 10th for $3,847,155.69, 1% below the engineering estimate.

This project was funded through the following sources:

· Pre-Existing Gas Tax - $4.4 million

· Total funding from all sources - $4.4 million

This project was completed $317,095 under budget.
