Quarterly Project Report Update for Quarter Ending September 2005

Project Title & Location

I-5 Roanoke Vicinity Noise Wall Project -  Seattle

Project Description
The project will build noise walls to reduce existing freeway-generated noise along I-5 in the Roanoke vicinity. The project is funded to complete design and construction.

Contractor/Consultant
Mowat Construction is the contractor for Stage 1.  Wilder Construction is the contractor for Stage 2.

Recent Progress

Stg 1 Construction.  All Noise Wall panels are in place and construction is now substantially complete within project budget.

Stg 2 Construction.  Construction on the Boylston wall began in July.  Foundation construction is complete and all of the Noise Wall panels are in place.  The Boylston wall construction is expect to be completed by the end of October.  The Harvard wall construction will begin in October and is expected to be completed by the end of November 2005.  Landscaping will be completed in spring 2006.  For a full description of the project, please visit the project web page: http://www.wsdot.wa.gov/Projects/I5/roanokeNoiseWall/

Design Construction Impacts

Seattle City Light and SDOT have relocated illumination on Boylston Ave. E to the West side of the street.  A multi-project brochure and website has been produced with the NW Region to keep the public informed of upcoming activities and roadway closures.  Special traffic control will accommodate school bus loading during the afternoons.

Environmental Impacts / Compliance

Environmental documentation has been cleared.  Noise Variance permit and Street Use permits have been obtained from the City of Seattle.

Impacts to Traffic

There will be street and lane closures on local streets during construction.  Metro service may be impacted temporarily (weekends only).  A bus stop on Boylston Ave. E. has been closed permanently due to reduced shoulder width and low ridership.

Project Milestones Scheduled Attained Milestone Outlook
Preliminary Engineering Start Stg. 1 - 07/03 Stg. 2 - 07/04 Stg. 1 - 07/04 Stg. 2 - 01/05 Stage 1and 2 are completed.  The Boston to Shelby Noise Walls are funded by the 2004-2005 Legislative gas tax.  This work is now on hold pending results of the initiative 912 vote in November.
Contract Advertisement  & Award Stg. 1 - 07/04 Stg. 2 - 01/05 Stg. 1 - 08/04 Stg. 2 - 01/05 Stage 2 bids opened on 03/02/2005.  Awarded on 03/18/2005.
Construction Complete Stg. 1 - 05/05  Stg. 2 - 06/06  Stg. 1 - 05/05 Stage 1 is complete.  Stage 2 is now in construction.  Walls are expected to be complete by the end of November 2005 and landscaping by June 2006.
