Project Description
The project will build noise walls to reduce existing freeway-generated noise along I-5 in the Roanoke vicinity. The project is funded to complete design and construction.

Contractor/Consultant
Berger/Abam was the main design consultant. Mowat Construction is the contractor for Stage 1.

Recent Progress
Due to difficulty in obtaining a permanent easement from the City of Seattle for tie-back foundations, a Value Engineering Study was conducted on 7/8/04 to explore other foundation options. The walls will now be constructed in two stages. Recent project milestones accomplished include: 1.) Stage 1 PS&E package went to AD on 7/19/04; 2.) Stage 1 contract was awarded on 8/20/04, Mowat was the low bidder; 3.) A groundbreaking ceremony was scheduled on 9/10/04; 4.) The pre-con meeting for stage 1 was scheduled on 9/15/04; 5.) OSC Bridge and Structures is re-designing the tieback walls to be constructed in stage 2, UCO design office is putting the stage 2 PS&E package together in-house, anticipated stage 2 AD is January 2005. Design Construction Impacts
Working with Seattle City Light (SCL) and SDOT to relocate illumination system on Boylston Ave. E. SCL will participate in cost. Also coordinating with NW Region on other I-5 projects in the vicinity. Plan to publish a joint brochure and multi-project website to keep the public informed of upcoming activities and roadway closures at all times.

Environmental Impacts / Compliance
Environmental documentation (SEPA/NEPA compliance) has been cleared. No HPA is required for this project. A Noise Variance permit and a Street Use permit were obtained from the City of Seattle for stage 1. Stage 2 will require similar permits.

Impacts to Traffic
There will be street and lane closures on local streets during construction. Metro service may be impacted temporarily (weekends only). A bus stop on Boylston Ave. E. may be closed permanently due to reduced shoulder width and low ridership. Details are being coordinated with the City of Seattle and King County Metro.
