Quarterly Project Report Update for Quarter Ending March 2004

Project Title & Location
I-5 Roanoke Vicinity Noise Wall Project -  Seattle

Project Description
The project will build noise walls to reduce existing freeway-generated noise along I-5 in the Roanoke vicinity. The project is funded to complete design and construction.

Contractor/Consultant
Berger/Abam is the main design consultant.

Recent Progress
The Ad date was moved up to July 6, 2004 to allow construction to start by Labor Day, 2004.  Nickel fund expenditures begin in September 2003.  Recent project milestones accomplished include:  1.) completed the geotechnical investigation and structural analysis;  2.) WSDOT and the communities have agreed on a system of walls to develop;  3.) plans developed to 50% complete were distributed for review and comments were returned.  4.) coordination meetings began in January 2004 with King County Metro, City of Seattle, and utility companies; several utility coordination meetings have been held to discuss potential relocations and estimated costs.  For a full description of the project, please visit the project web page: http://www.wsdot.wa.gov/projects/I5/roanokeNoiseWall/

Design Construction Impacts
Potential conflicts with existing utilities have been identified.  Portions of Boylston Ave and Harvard Ave may have to be repaved in the area of construction.

Environmental Impacts / Compliance
Environmental documentation (SEPA/NEPA compliance) is underway and on schedule.  No HPA is required for this project.  A Noise Variance may be required.

Impacts to Traffic
There may be street and lane closures on local streets during construction.  Metro service may be impacted temporarily and some bus stops may be closed permanently due to reduced shoulder width and low ridership.  Details are being coordinated with the City of Seattle and King County Metro.
