Project Description
The project will build noise walls to reduce existing freeway-generated noise along I-5 in the Roanoke vicinity. The project is funded to complete design and construction.

Recent Progress
The Ad date was moved to July 12, 2004 to allow plan revisions to incorporate city street pavement construction. Nickel fund expenditures begin in September 2003. Recent project milestones accomplished include: 1) Concurrence from Boylston and Harvard community on noise panel aesthetic designs; 2) 100 % PS&E package turn-in; 3) PS&E in Plan review 4) Developed strategy for Metro Transit accommodation; 5) Street Use Permit, Permanent Easement for undergroud anchors, and ROW Certification are in progress; 6) Finalized pavement restoration method with City of Seattle; 7) Finalized PS&E wording for "alternative wall" trying to build as much wall as possible. Design Construction Impacts
Potential conflicts with existing utilities have been identified. Agreement reached with the City of Seattle for reconstruction of Boylston Ave and Harvard Ave. Weekend closures of Harvard Ave. and the Harvard Ave./Northbound I-5 on-ramp. Four month total closure of Boylston Ave.

Environmental Impacts / Compliance
Environmental documentation (SEPA/NEPA compliance) will be complete to meet the project schedule. No HPA is required for this project. A Noise Variance has been approved by the City of Seattle.

Impacts to Traffic
Weekend closures of Harvard Ave adn the Harvard Ave /I-5 northbound on-ramp. Four month total closure of Boylston Ave. Metro transit service impacted on weekends. Strategy developed for temporary and permanent bus stop on Harvard Ave.
