Quarterly Project Report Update for Quarter Ending December 2004

Project Title & Location
I-5 Roanoke Vicinity Noise Wall Project -  Seattle

Project Description
The project will build noise walls to reduce existing freeway-generated noise along I-5 in the Roanoke vicinity. The project is funded to complete design and construction.

Contractor/Consultant
Mowat Construction is the contractor for Stage 1.  Contractor for Stage 2 is to be determined.

Recent Progress

Stg 1 Construction.  Contractor's (Mowat) shop drawings have been reviewed and approved.  Panel fabrication has begun.  Helipost foundation CRIP is being reviewed.  Mowat needs to address all WSDOT HQ design concerns before it can be approved.

Stg 2 Design.  In-house designers (project office, bridge, support groups) turned in stage 2 PS&E on 11/22/04.  Plan review process has begun.  Roundtable is 12/21/04.  Ad-date is 01/31/05.  For a full description of the project, please visit the project web page: http://www.wsdot.wa.gov/Projects/I5/roanokeNoiseWall/

Design Construction Impacts
Working with Seattle City Light (SCL) and SDOT to relocate illumination system on Boylston Ave. E.  SCL will participate in cost.  Also coordinating with NW Region on other I-5 projects in the vicinity.  Plan to publish a joint brochure and multi-project website to keep the public informed of upcoming activities and roadway closures at all times.  A special traffic control plan will accommodate school bus loading during the afternoon.

Environmental Impacts / Compliance
Environmental documentation (SEPA/NEPA compliance) has been cleared.  Noise Variance permit has been obtained.  and a Street Use permit were obtained from the City of Seattle for stage 1.  Stage 2 will require similar permits.

Impacts to Traffic
There will be street and lane closures on local streets during construction.  Metro service may be impacted temporarily (weekends only).  A bus stop on Boylston Ave. E. will be closed permanently due to reduced shoulder width and low ridership.  Details are being coordinated with the City of Seattle and King County Metro.
