Recent Progress

Major budget and scope issues on this project have been identified.  High risk issues were investigated in detail including high groundwater table, poor soil conditions, impacts and mitigation for elevated class of wetlands (class 1), WSU Vancouver expansion to 4-year institution, Clark County Comprehensive Plan (CCCP) update (2005), and higher-than-planned escalation of construction and real estate costs.  This does not include potential added growth from a newly proposed CCCP update (2006) that could add nine square miles of new growth.

Design Construction Impacts
It is too early in the project to determine the magnitude of these impacts.  Mitigation for the budget and scope issues may require some redesign.

Environmental Impacts / Compliance

The Environmental Assessment and impact study for this project will detail the project's direct and indirect environmental impacts (natural, ecological, societal and economic) in order to guide final design and construction.  This project may provide an opportunity to improve wetland habitat and storm water runoff in the project area.

The EA is on schedule and the draft discipline reports were be distributed for review in September 2005.  Changes to address the scope and budget issues listed above could require modifications to the discipline reports.

Impacts to Traffic
There will be impacts to traffic during construction, which will be determined as the project develops.
