Reconstruct I-5 Interchange at NE 134th Street and NE 139th Street

Project Description
Reconstructs the NE 134th Street interchange at the junction of I-5 and I-205. The improvement is needed to maintain safety on I-5 and I-205 and to keep traffic moving at acceptable levels through the interchange area. It includes construction of a supplemental interchange and I-5 crossing at NE 139th Street.

Recent Progress
The joint WSDOT/Clark County project team has analyzed the possible alternatives and are moving forward with a full interchange at NE 139th Street as the build option for the Environmental Assessment (EA). The project team will be comparing the possible interchange configurations and hopes to have a recommendation by the end of March 2005. WSDOT has selected an EA consultant. HDR will conduct the EA upon receiving the Notice to Proceed, which is scheduled for April 2005. The NEPA process is scheduled to be complete in April 2006. Concurrently, a new Access Point Decision Report will be completed that will address recent changes to the project's conceptual design and replace the original report completed in February 2002. The project team is continuing to negotiate the purchase of undeveloped property to reduce project risk and help ensure a successful project. A Cost Risk Assessment was conducted in January 2005, and a Draft Report is scheduled to be published in April 2005. This report will help the project team manage any known risks before construction begins, to help minimize the cost of the project. The project team has identified the need to advance up to $30 million to proceed with Phase 1 and the earliest ad date of winter 2008.

Environmental Impacts / Compliance
The Environmental Assessment and impact study for this project will detail the project's direct and indirect environmental impacts (natural, ecological, societal and economic) in order to guide final design and construction. This project may provide an opportunity to improve wetland habitat and storm water runoff in the project area.

There will be significant impacts to traffic, which will be determined as the project develops.
