Reconstruct I-5 Interchange at NE 134th Street and NE 139th Street

Project Description
Reconstructs the NE 134th Street interchange at the junction of I-5 and I-205. The improvement is needed to maintain safety on I-5 and I-205 and to keep traffic moving at acceptable levels through the interchange area. It includes construction of a supplemental interchange and I-5 crossing at NE 139th Street.

Contractor/Consultant
Environmental Assessment Consultant: HDR. Pump Station Consultant:OTAK This is a partnership project with Clark County.

Recent Progress

Project design is progressing towards 90% completion anticipated for March 2009.

NMFS is expected to provide the Biological Opinion on the Biological Assessment in December 2008.  The Final Draft of the Environmental Assessment is complete and is awaiting the completion of the BA.

Appraisals have been completed on several parcels and negotiations are underway.  The final acquisition process will begin when NEPA is complete.

Construction may begin in 2010 if environmental documentation is complete, right of way acquired, permits are acquired, design is finalized, and Clark County has completed the financing plan.

Design Construction Impacts
The project team is determining the optimal project phasing plan to fit the project financial plan. Coordination with utility companies is underway.  An existing Park and Ride lot will be relocated and improvements to several local streets will be made.  Seperate construction contracts will be administered by both Clark County Public Works and WSDOT.  The timing of these construction projects is being analyzed by the project teams.   

Environmental Impacts / Compliance
 The Environmental Assessment for this project will detail the project's direct and indirect environmental impacts (natural, ecological, societal and economic) in order to guide final design and construction.  This project will provide an opportunity to improve wetland habitat and storm water runoff in the project area.  The Biological Assessment has begun the formal consultation process with NMFS.

The EA is anticipated to be complete in 2009 pending the Biological Opinion from NMFS.

Impacts to Traffic
There will be impacts to traffic during construction, which will be determined as the project staging develops.
