Reconstruct I-5 & I-205 Interchanges at NE 134th Street and NE 139th Street

Project Description
Reconstructs the NE 134th Street interchange at the junction of I-5 and I-205. The improvement is needed to maintain safety on I-5 and I-205 and to keep traffic moving at acceptable levels through the interchange area. It includes construction of a supplemental interchange and I-5 crossing at NE 139th Street.

Recent Progress

A Value Engineering Study was recently completed on the project that produced three recommendations that the team is now reviewing and validating.  They will make a decision on implementation of the recommendations on December 8th with the Oversight Committee. 

HDR has submitted the draft environmental discipline reports which have now been reviewed.  The draft Biological  Assessment will be submitted in December 2005 pending the decision to implement the VE recommendations.  PB is working on revising the Access Point Decision Report which will also be submitted in December for review. 

A preliminary geotechnical report was released that revealed a high groundwater table.  This led to the current hydrogeological investigation that is being conducted by Landau.  This study will give the project team the information needed to decide on whether or not to implement the VE recommendations. 

The project team is still looking at innovative ways for the construction and completion of this project to meet the target dates set by the county, who is Project Manager.  The County's target date for project completion is the end of 2010.

WSDOT and Clark County are working on an agreement that will transfer the $55 Million in Nickel funds to the project fund in which the county will be responsible for obtaining the rest of the funds for the project.  These funds may be used to start purchasing R/W and early construction.    

Design Construction Impacts
It is too early in the project to determine the magnitude of these impacts.

Environmental Impacts / Compliance

The Environmental Assessment and impact study for this project will detail the project's direct and indirect environmental imapcts (natural, ecological, societal and economic) in order to guide the final design, permitting, and construction.  This project may provide an opportunity to improve wetland habitat and stormwater runoff in the project area.

The EA is on schedule and the draft discipline reports have been submitted for review.  The draft BA will be submitted in December.  HDR will be preparing the permit applications for both WSDOT and Clark County.

Impacts to Traffic
There will be impacts to traffic during construction, which will be determined as the project develops.
