I-5 - HOV Pierce to Tukwila: Stage 4 - Complete May 2007

Quarterly Project Report Update for Quarter Ending September 2007

Project Title & Location
I-5, Pierce Co. Line to Tukwila I/C HOV  Stage 4

Project Description
This Project widens I-5 to provide northbound and southbound HOV lanes and ITS from the Pierce County Line to South 320th Street.

Recent Progress
The work began in April 2005 with delineation of wetlands, installation of High Visibility Fence and construction of four of the six detention ponds. Under a CRIP, 51 damaged SB concrete panels were replaced during the first weekend of May 2005. Traffic was shifted outward, and barriers were placed to allow work in the median to proceed. After clearing, installation of drainage and retaining wall footings started and is continuing. At the 336th and SR 18 bridges, drilled shafts and footing have been started. Paving at the south end has been completed, allowing the WSP turnaround to be operational.

Design Construction Impacts
With the shifting of the traffic lanes, existing stripping was removed; however, total removal not achievable. The resultant “ghost” stripping was a concern to the traveling public. With the installation of RPMs, the “ghost” stripes would not be as visible at night or during a rain event.

Rebuild of the shoulder is scheduled after the work in the median is completed next spring. Meantime, truck traffic in the slow lanes has been shifted on the existing shoulder. Since the shoulders were not designed to carry this load, some potholing has occurred. Paving repair will be done as soon as possible.

On a nearby project, the contractor has submitted a “changed condition” proposal in regard to the concrete slurry removal. Due to the high pH, disposal companies have not accepted the slurry. HQ Construction does not consider the slurry to “hazardous waste”. It is expected that this contract will receive the same proposal.

Environmental Impacts / Compliance
During the grinding of the pavements, noise was an issue with the residents along this stretch of I-5. The contractor installed shields around the grinders, which mitigated considerably. During dry summer, dust was controlled by frequent use of water trucks. As the wet season approaches, hydro seeding of the open areas and the completion of the drainage and detention ponds will control any potential runoff on the site.

Impacts to Traffic
Traffic impact will be limited to single and multiple lane closures in off peak hours, except for weekend closures for the bridge overlay. Shoulders will be closed to permit electrical work and access to construction vehicles.
