Quarterly Project Report Update for Quarter Ending September 2005

Project Title & Location
I-5/Pierce County Line to Tukwila – Stage 4, on I-5 in Milton and Federal Way, in south King County.

Project Description
This Project widens I-5 to provide northbound and southbound HOV lanes and ITS from the Pierce County Line to South 320th Street.

Contractor/Consultant
Consultant - Huitt-Zollars for Hydraulic Design

Recent Progress
 Design has been completed.  All permits have been received.   Design file approved 11/18/2004.  Project went on Ad November 22, 2004 with an expected Bid opening of January 19, 2005.

Design Construction Impacts

The project has acquired one parcel for a water treatment / detention facility.  Most of the construction activities will be done within the existing median except for water treatment detention and retention facilities.  No other right of way will be required.   The noise wall from the adjoining stage 3 project was constructed too short and was ineffective.  We will revise this wall.  In the same general area we have a continuation of the high density housing abutting the freeway that meets standards for the installation of a noise wall.   A wall will be provided.  No other areas meet the standard for installing noise walls.  Plans were on the shelf long enough that water treatment design became out dated and did not meet current environmental standards.  Metric design is no longer supported.  Bridge and general design standards have changed.

Environmental Impacts / Compliance
When completed, the water leaving the project area will be cleaner than before the project started even with added impervious surfaces and traffic.  The water flow conditions will also be improved making them more like those found before any development with less flooding.  These improvements will make the creeks that drain this area better habitat for fish and wildlife.

Impacts to Traffic
Construction Impacts will be limited to single and multiple lane closures in off peak hours.  Shoulders will be closed as the work progresses in areas of construction.  Most road widening work will be done isolated from traffic behind temporary concrete barriers.  Rehabilitation of the existing concrete pavement will be done with nighttime lane closures.
