I-5 - Widen I-5 Each Direction From Salmon Creek to I-205 - Complete October 2006

Quarterly Project Report Update for Quarter Ending September 2004

Project Title & Location
I-5 Salmon Creek Widening – Vancouver

Project Description
This project will widen Interstate 5 from milepost 3.64 to milepost 7.49, from two lanes in both directions to three lanes plus an auxiliary lane between NE 99th Street and NE 134th Street. It will construct two parallel bridges on I-5 over Salmon Creek and a new structure for NE 129th Street over I-5 to accommodate the widening.

Contractor/Consultant
Hamilton Construction Company, Springfield, OR

Recent Progress

The new bridge crossing over I-5 at NE 129th Street has been complete and open to traffic as committed to the public.  Landscaping, painting wall retaining walls, and minor punch list work on NE 129th Street is being completed.  Mainline traffic has been shifted onto the detour bridge to the west to allow the next stage of construction to take place.  WSDOT demolished the old northbound bridge over Salmon Creek and 8' diameter shafts and 5' diameter columns are complete for piers 2 and 3 of the new bridge.  Retaining wall construction, roadway excavation and embankment operations are currently underway to accommodate the widening of the northbound lanes.   Two noise walls were added in the 2004 Transportation Supplemental Budget.  Negotiations are currently underway to add one to the existing contract.  Plans, specification, and estimate are currently being prepared for the second wall under a new contract.

Design Construction Impacts

Changes in the ground, between collecting the design data and the start of construction, now preclude the construction of Wall 1 (Tenny Creek) per the contract plans.  Construction per the contract plans would have resulted in numerous environmental violations.  Working with the environmental permitting agencies, WSDOT realigned the stream channel and redesigned the wall during construction to satisfied our needs as well as permitting agency requirements.  All work in the vicinity of the wall is scheduled to be complete within the in-water work window designated by the revised permits.

Environmental Impacts / Compliance
WSDOT monitors erosion control and water quality on a daily basis to maintain compliance with the regulatory permits.  All environmental permits for this project were revised due to the Tenny Creek retaining wall redesign.

Impacts to Traffic
I-5 northbound and southbound have been shifted to the west (southbound onto the temporary detour bridge) to allow for construction of the new northbound structure.  The northbound and southbound lanes have been reduced to 11' wide; two lanes of traffic will be maintained in each direction during daylight hours.
