Quarterly Project Report Update for Quarter Ending September 2003

Project Title & Location
I-5 Salmon Creek Widening – Vancouver

Project Description
This project will widen Interstate 5 from milepost 3.64 to milepost 7.49, from two lanes in both directions to three lanes plus an auxiliary lane between NE 99th Street and NE 134th Street. It will construct two parallel bridges on I-5 over Salmon Creek and a new structure for NE 129th Street over I-5 to accommodate the widening.

Recent Progress
This project was awarded to Hamilton Construction Company of Springfield, Oregon on July 3, 2003.  The groundbreaking was held on August 19,  narrowing I-5 southbound lanes to 11' to accommodate widening to the west.  Two retaining walls that are vital to widening the roadway will be completed within the allowed enviromental time frame for working in Tenny Creek.  The detour bridge piles have been placed.  KLB Construction is performing the earthwork operations necessary to widen the roadway.

Design Construction Impacts
The comments listed in the Environmental Impacts / Compliance section outline the significant progress and changes associated with the project.  In order to minimize the disturbance to the environment, the pilings of the temporary detour bridge were relocated which caused a change in the overall design.  The total affect of the changes to the project cannot be fully quantified at this point due to the recent timeframe of the changes.

Environmental Impacts / Compliance
The detour bridge pilings were located too close to the banks of Salmon Creek, which would have caused the destruction of the northern bank.  WSDOT worked closely with Washington Department of Fish and Wildlife (WDFW) and Clark County to reposition the piling to decrease the environmental impacts caused by the piles.  Erosion control and water quality are being monitored on a daily basis to maintain compliance with the regulatory permits and agencies

Impacts to Traffic
The lanes on I-5 southbound have been narrowed to 11’ lanes, and two lanes in each direction will be maintained during daylight hours.  There will be single lane closures utilized sporadically at night to allow for safety of the workers.  Additionally, a full weekend closure of I5 will be utilized in the month of January for the demolition of the NE 129th Street bridge.  NE 129th Street will be closed beginning January 2004 for approximately five months for the reconstruction of the new bridge
