Quarterly Project Report Update for Quarter Ending June 2008

Project Title & Location
I-5/SR 501 Ridgefield Interchange - Rebuild Interchange

Project Description
This project consists of constructing a new bridge across I-5, reconstructing the I-5 on and off ramps, widening SR 501 between 56th Place and 65th Avenue, and improving the SR 501 intersections at 56th Place and 65th Avenue. The project will reduce congestion and improve traffic flow.

Contractor/Consultant
This project is a partnership between the City of Ridgefield and WSDOT.  HDR Consultant is performing engineering and environmental work.

Recent Progress
90% Plans were submitted in February 2008, and are being reviewed.  The right of way and access plans are complete, and Real Estate Services is beginning the appraisal process; two parcels have been acquired.  Land Use Changes have resulted in a change in traffic projections for the design year, requiring a review of the project design.  The design documentation previously submitted is on hold pending the review of traffic projections.

Design Construction Impacts
The new interchange will be constructed south of the existing bridge.  This will allow for minimized traffic impacts during construction.  At this time, the project is not fully funded for construction.

Environmental Impacts / Compliance
Wetland impacts will create the need to acquire mitigation sites.  A conceptual mitigation plan has been developed; another conceptual mitigation plan is being developed because of the significant difference between the appraisal amount and the expectations of the property owner.  The environmental documentation (NEPA) was complete in October 2007. 

Impacts to Traffic
Construction staging and traffic control strategies have been developed.
