Quarterly Project Report Update for Quarter Ending September 2006

I-5 / SR 526 to Marine View Drive HOV Lane Design-Build Project (City of Everett)

Project Description
Constructs northbound and southbound HOV lanes between SR 526 and the vicinity of Marine View Drive. Constructs northbound and southbound auxiliary lanes between 41st Street and SR 2. Replaces the northbound left hand exit to Broadway with northbound and southbound direct HOV access ramps. Constructs a new northbound right hand exit to Broadway for general purpose traffic. Constructs the I-5/41st Street Single Point Urban Interchange (SPUI).

Recent Progress

Design:  Currently 87% complete for the project.  Design work concentrated on 41st St. Interchange ramps, I-5 over-crossing widening at US 2, California Street and I-5 over-crossing at Smith Ave.   Environmental documents for I5/41st St Interchange approved.
Construction:  Currently 36% complete for the project.  I5/41st St Bridge has been demolished and debris removed.  Pier 1 is complete and pier 2 is currently being constructed.  Widening continuing at Pacific Ave., Hewitt Ramps, Lowell Road and 36th Street.  Retaining walls, high mast illumination, and noise walls being installed.   

Design Construction Impacts

Design: Completing project design for roadway and bridge structure widening, walls, drainage, construction traffic plans and utility relocations. 
Construction:  Erosion control is being installed in new work areas where MSE retaining wall and noise wall panels are being placed. Ongoing work for the new Broadway  Flyover ramp includes concrete deck placement and paving for the scheduled June 27th traffic opening. Ongoing preparation work for the I-5 structure widenings north of Broadway. Expect drilled shafts to be complete for the I5 structure widening near BNSF tracks north of Broadway in mid-July. Ongoing fabrication of the MSE and Noise walls panels. 

Environmental Impacts / Compliance

No violations, but one Non compliance incident occurred in this quarter that lead to activate the Environmental Compliance Assurance procedures.

Impacts to Traffic

Lanes will remain open during peak commute hours. Weekend ramp and nighttime  lane closures will be required.

Open Broadway Flyover Ramp May 25th, 2006 June 27th, 2006 New right-hand Broadway exit opened to traffic on June 27, 2006. 
Project Design Completion July 10th, 2006 Mid August 2006 Currently meeting all release for construction dates and construction is not being impacted.  Design file documentation is being delayed.
Open New HOV Lane South of Broadway June 13th, 2007 Sept. 12, 2007 Noise wall construction is being delayed due to re-design.  Expect schedule adjustment during next quarter will meet scheduled traffic opening.  
Open New HOV Lane North of Broadway December 21st, 2007 January 4, 2008

Increased construction activity is expected to meet scheduled traffic opening.

Substantial Completion June 29th, 2008 June 29th, 2008 Complete the design and the increase of construction activities with potential for an early milestone completion.
